Chinese Government 2023 ASEAN-China Young Leaders Scholarship

ACYLS is an initiative specifically designed for ASEAN nationals, particularly young and promising professionals with work experience in ASEAN Member States. The Chinese government will fund ACYLS primarily through the ASEAN-China Cooperation Fund (ACCF).

The ASEAN-China Young Leaders Scholarship Program (ACYLS) is a response to the Leaders of the People’s Republic of China (PRC) and ASEAN Member States (AMS) call to increase people-to-people exchanges, strengthen educational cooperation, and promote academic exchanges and linkages between AMS and the PRC, in an effort to foster a third pillar of socio-cultural and people-to-people exchanges within the ASEAN-China relationship in order to build closer cooperation.

ACYLS will provide funding for AMS nationals to pursue Master’s or PhD degrees, participate in short-term research initiatives, and attend training courses in the PRC. ACYLS offers a complete scholarship grant that covers all program-related expenses such as tuition waiver and other school fees, housing, round-trip international air travel, comprehensive medical insurance, and stipends.

About the Chinese Government

The Chinese Government Scholarship—Chinese University Program was established by the Ministry of Education (MOE) to assist Chinese universities in specified provinces or autonomous regions in recruiting excellent overseas students for graduate study in China. Since 2008, the MOE has permitted USTC to recruit full-time master’s and doctorate candidates via the Chinese Government Scholarship..

Scholarship Benefit

Stipend: During the scholarship period, registered scholarship students will receive a monthly stipend from their host university. Students who register on or before the 15th of the month will get the entire month’s stipend. Those who register after the 15th of the month will receive half of that month’s stipend. Graduating students will be paid a stipend for the next half-month after graduation. If a registered student is absent from China for more than 15 days for personal reasons (excluding school holidays), his or her stipend will be suspended.

4,000 RMB per month for master’s students

5,000 RMB per month for doctoral students

5,000 RMB per month for a research scholar

* Host universities may need students to have an RMB banking account in China in order to receive the stipend. Enrolled students should contact their host universities for more information.

One-time Settlement Fee: Upon registration, ACYLS recipients will be charged a one-time settlement fee by the host university. It is available to master’s and doctorate students, as well as research scholars. The standard will be 3,000 RMB per person in Chinese currency.

International Round-trip Air Fare: The utilization of the fund and reimbursement of airplane tickets is outlined in Chapter VI of this text.

Tuition: The ACYLS program will pay all tuition costs, and funding will be distributed directly to the host universities.

*Tuition for some programs (for example, MBA) may be extremely high. If a student applies for such majors, it will be considered on a case-by-case basis whether the tuition will be totally paid by the scholarship.

Accommodation: Each ACYLS recipient will be assigned a single room in a university dormitory.

Medical Insurance: Medical insurance is provided through the ACYLS program. To review insurance policies and claims, go to http://www.campuschina.org and look under Comprehensive Insurance & Protection Scheme for Foreigners Staying in China.

Annual Review: The China Scholarship Council and the host universities conduct an annual review of enrolled students’ performance. If he or she fails the evaluation, he or she may be expelled from university and have his or her scholarship revoked.

Eligibility Criteria

Applicants of ACYLS should meet the following criteria:

  • National of an ASEAN Member State (Brunei Darussalam, Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, the Philippines, Singapore, Thailand, or Vietnam);
  •  Physically and mentally healthy;
  • English proficiency (i.e., an IELTS score of at least 6.0 or a TOEFL score of at least 80 points);
  • Holding an undergraduate degree and being under 45 years old if seeking for a master’s degree;
  • Holding a graduate/degree master’s and being under the age of 45 if applying for a PhD;

     

  • If applying for the short-term research program, you must have at least an undergraduate degree.
  • At least one year of work experience in government agencies, public or private institutions, colleges, think tanks, or similar social organizations, ideally in the following areas:
    • work in global and international affairs, particularly ASEAN and China-ASEAN affairs;

       

    • work or study in the People’s Republic of China;

       

    • scholarly research on China or ASEAN issues;

       

  • Not receiving a Chinese government scholarship at the same time;

     

  • Complies with the other admission standards of the Chinese universities to which the applicant has applied.

Applicants must supply legitimate and valid documents in accordance with the requests, and clear scanned copies must be uploaded to CGSIS. Failure to meet the standards will have a negative impact on the scholarship results.

Applicants must follow the stipulated procedures for submitting applications to the ACYLS national focal points and the AUN Secretariat.

How to apply

  • Step 1: Submit an online application to CGSIS (Chinese Government Scholarship Information System) (to log in, go to http://www.campuschina.org and click?Scholarship Application for Students?). Each candidate must complete the application information and upload all essential supporting papers online before submitting the application.
  • Step 2: Prepare the application documents in accordance with the?List of Application Documents? and upload all necessary documents into the online application system. Also, before the deadline, submit physical copies of the application form and any supporting documentation to the ACYLS national focal points/AUN Secretariat. The ACYLS national focal points of ASEAN Member States and the AUN Secretariat will then examine all applicants’ qualifications and offer a list of recommended recipients to the ACYLS Joint Committee, which will decide on the final recommendation list.
  • Step 3: Only applications selected by the Joint Committee will be processed by the Chinese Scholarship Council (CSC). Applicants who are not on the list will not be considered. CSC maintains the right to make any necessary changes to the host universities of the applicants.
