About the Tomorrow’s Leaders Program
The Tomorrow’s Leaders Program, sponsored by the Department of State’s U.S.-Middle East Partnership Initiative (MEPI), provides undergraduate and graduate scholarships to outstanding students from socioeconomically underserved backgrounds who reflect the cultural and geographic diversity of the Middle East and North Africa (MENA).
Since 2006, the Tomorrow’s Leaders Program has collaborated with top American-style colleges to provide participants with the knowledge and practical skills required for effective leadership.
Tomorrow’s Leaders foster critical thinking and strengthen their ability to find creative solutions to the challenges facing their communities, the MENA region, and the world by attending world-class universities such as the American University in Cairo, the American University of Beirut, and the Lebanese American University, all of which are rooted in the liberal arts.
Eligibility Requirements
To be eligible to apply for the Tomorrow’s Leaders Fully Funded Scholarship, applicant must:
- Be a citizen or national of Algeria, Bahrain, Egypt, Jordan, Lebanon, Libya, Morocco, Tunisia, Syria, Yemen, and Iraq, as well as the West Bank and Gaza (including Palestinians living outside of the West Bank and Gaza);
- Be a current high school senior or an applicant who will graduate from high school in 2024. Applicants from Iraq, Libya, Syria, the West Bank/Gaza, and Yemen who completed high school in 2023 are also eligible.
- Demonstrate strong academic credentials;
- Demonstrate proficiency in written and spoken English with a minimum of 80 on the TOEFL iBT that is less than two years old from the program start date, required for university admission/enrollment;
- Exhibit maturity, flexibility and leadership potential;
- Maintain a high GPA and pass high school leaving exam in final year;
- Be able to start the program in August 2025;
- Demonstrate financial need. Applicants must be underrepresented or economically disadvantaged students and submit supporting financial documents;
- Students who qualify may be eligible for up to one year of intensive English Language training if needed.
Note: U.S. Citizens or U.S. Legal Permanent Residents are not eligible to apply.

Award Disbursement
The Tomorrow’s Leaders Fully Funded Scholarship covers the following:
- Full tuition coverage (for a maximum period of four academic years)

- University health insurance
- Entrance visa and residency permit fees
- Monthly living allowance (applicable during months actively participating in TL activities)
- A yearly book allowance
- Laptop for the duration of the program
- Two round-trip tickets from and to your home country per year, as applicable
- Opportunity for a study abroad semester in the U.S. (subject to maintaining a CGPA of 3.0 and above)
