About the Higher Education Services Corporation (HESC)
The Higher Education Services Corporation (HESC) is the state funding agency for higher education students in New York.
The New York State Higher Education Services Corporation’s (HESC) policy is to buy products and services in a fair, equitable, and transparent way and to safeguard the procurement process from illegitimate influences.
All HESC acquisitions are governed by and executed in accordance with the New York State Finance Law. HESC positions are filled via a competitive Civil Service test.

Eligibility Criteria
- Eligible Countries: All nationalities.
The scholarship will be awarded in any topic offered by the university. - Eligibility Requirements: To qualify, applicants must meet all of the following requirements:
- Have both attended a New York State high school for at least two years and earned a diploma OR have earned a high school equivalency diploma OR qualify for in-state tuition at SUNY or CUNY colleges.
- Apply within five years of receiving your NYS high school diploma or equivalency certificate if you are pursuing an undergraduate degree, or within ten years if you are pursuing a graduate degree.
- Have one of the following immigration/citizenship statuses:
- Possess a T-Visa
- Have a U-Visa
- Have status of temporary protection
- Lack a valid immigration status.
- Be a U.S. citizen whose permanent residence is not in the state of New York.
- Be a paroled refugee whose permanent residence is not in the state of New York.
- Be a Permanent Resident Alien whose primary residence is located outside of New York State.
How to apply
- How to Apply: To apply for this award, please follow the instructions below. Apply immediately; you will be taken to the DREAM Act application powered by international scholarship & tuition Services (ISTS). After getting enrolled, please email NYSDREAM@applyISTS.com.
- Supporting Documents: Applicants must submit a NYS High School Transcript indicating two or more years of High School attendance at a NYS High School, as well as a NYS High School Diploma;
- NYS High School Equivalency Diploma with passing results. Throughout the DREAM Act Application, document uploads for additional programs will be notified.

state tuition - Admission Requirement: Applicants must possess a U.S. high school diploma or its recognized equivalent, or complete the university’s admissions requirements.
- Language Requirement: Students must present proof of English language proficiency.
Application Deadline
There is no set deadline. During the college’s admissions period, which is normally from September through July, you can apply at any time. Applications are reviewed as they come in. If you want to apply as soon as feasible, that will be beneficial.
